In the wake of the Grenfell Tower fire in London, in which at least 79 people died, Birmingham City Council is acting to improve fire safety in the 213 blocks of flats that it owns.

Police will consider manslaughter charges as part of the investigation into the Grenfell Tower disaster, Metropolitan Police Detective Superintendent Fiona McCormack has said.

The blaze, Britain's worst since World War Two, has heaped pressure on Prime Minister Theresa May, already fighting for her political survival after her party lost its parliamentary majority in a snap election on June 8. Local residents and the central government have criticized the response to the tragedy.

Ms May said the government would fund tests on up to 100 towers a day. Government had no estimates yet for Scotland, Wales or Northern Ireland, she said.

The move comes as fire safety is being reviewed in all tower blocks across Greater Manchester. The panels vary in terms of their fire resistance depending on their intended use.

"People were left without belongings, without roofs over their heads, without even basic information about what had happened, what they should do, and where they should seek help", she said, according to Guardian reporter Peter Walker.

About 600 towers across the United Kingdom have been clad, and some of these are likely to have flammable systems, the Department for Communities and Local Government has estimated.

It said the fire officials "were satisfied that Rivers Apartments is considered a low fire risk building". McCormack said the cladding samples sent for analysis failed safety tests.

The extra checks by the fire service would determine whether the buildings were safe and what - if any - action needed to be taken, the spokesman said. Insulation recovered from Grenfell Tower has been tested, while the tiles tested were the same as those in the building.

One of the three blocks found to have combustible cladding is on Camden Council's Chalcots estate, in north London.

However, Mr McCormick said if the buildings were not going to be re-clad, the building owners would not have been told to remove the panels, because they complied with building code at the time the consents were granted and the buildings were built. "What we need is a step change in our attitude toward housing in this country".
