The Tropical Storm Warning has ended for Orleans Parish, but remains for lower Jefferson Parish.

Those storms are likely to start in early afternoon and move west to east across Upstate New York.

Forecasters say areas south and east of Little Rock could see 2 to 5 inches of rain through Saturday morning.

Flash flood watches were in effect in much of Kentucky. The severe weather was arriving on the anniversary of torrential rains and flooding that left 23 people dead in West Virginia previous year.

In Mississippi, the city of Biloxi declared a state of emergency because of the flood risk. High surf and some coastal flooding are also expected.

Should these storms linger for more than 2 hours, small stream flooding would ensue.

"Really, it's places like Palestine, Athens, Canton and Paris that have a chance of seeing rain today", said National Weather Service meteorologist Bianca Villanueva.

Businesses in Ensley, AL, which is west of Birmingham in Jefferson County, AL, took significant damage after a tornado touched down.

Crews in Memphis cleared storm drains to help prevent street flooding before the storm arrived.

Still, the storm barely registered a blip for some in Memphis. The storm this year is different and has a lot of moisture but less energy, she said. During this time, we will remain in a very moist/tropical air mass with lots of rain and a few thunderstorms. In a Tropical Storm Warning, the threat is more imminent, and residents should stand by for evacuation orders as well as check in with family and friends. She added that's not expected.
