Bill Cassidy a target of Senate health care bill's critics

"Let's talk about repairing the Affordable Care Act as it exists".

The President addressed reforms earlier in the week. Senate Republican leader Mitch McConnell can't lose more than two and still pass the plan.

He said he's been encouraging leadership and the White House not to "rush" this process. And all of this is happening in an atmosphere of profound voter discontent. Those are exactly the people the Republicans have been complaining about. We have some of the lowest election turnout rates in the world. "'I'm anxious about poor people'". But nearly always it is only one party - usually the one licking its wounds in defeat - that is riven with divisions.

That year the Republicans faced a vicious turf war between establishment figures such as George H.W. Bush, the one-time director of central intelligence who won the Iowa caucuses, and Ronald Reagan, the former governor of California who won the New Hampshire primary. At the same time, incumbent president Jimmy Carter spent the year dealing with the Iran hostage crisis and fighting off a challenge from the left from Senator Edward Kennedy of MA. But it's likely to track with the House bill, which, according to the CBO, would leave 14 million more people without health insurance next year, compared to Obamacare, and 23 million more by 2026. "They're living healthier and happier lives because of that decision", he said.

In Illinois, which is undergoing a deep budget crisis, Gov. Bruce Rauner's administration has only said it has "concerns" as it reviews the plan, a response eliciting scorn from Democrats including prospective challengers next year.

Rep. Steve Cohen (D-TN) ripped the Senate Republican health care bill Saturday, calling the Better Care Reconciliation Act (BCRA) "deceptive" and "a political scam". Ted Cruz of Texas, Mike Lee of Utah and Rand Paul of Kentucky in saying they couldn't support the Senate's health care bill just after McConnell made it public.

The speech by Dr. Tom Price, the US secretary of Health and Human Services, came two days after a select group of Republicans in the Senate released a bill that would eliminate the Affordable Care Act's requirement for most people to buy health insurance or pay a fine, significantly roll back the expansion of Medicaid coverage for the poor (called Medi-Cal in California) and end the increased taxes on affluent Americans that have underwritten much of Obamacare's spending.

The bill, drafted behind closed doors by a small group of senators and staff members, would eliminate health insurance mandates; slash funding for Medicaid, a program that covers tens of millions of poor and working-class Americans; scale back premium subsidies for people who purchase individual policies and deliver substantial tax cuts to the wealthy, pharmaceutical companies and makers of medical devices.

Both the House and Senate bills would adjust Medicaid spending caps until 2025 based on a measurement of inflation that takes into account the increase in health-care costs, though the caps would be less strict for older Americans and people with disabilities.

"The task should be to improve Obamacare", Mr. Sanders said. "Longer term we need to move toward ... a single-payer system that will guarantee health care for all".

Sen. Dean Heller (R-NV) is the fifth Republican in the Senate to object to the plan.

GARCIA-NAVARRO: How much of a voice has the insurance industry had in putting together this legislation?

Although many in the audience are opposed to the House and Senate replacement bills, they gave Price a standing ovation after his remarks. Once the conference committee completes its work, both houses must vote on the result - with no amendments permitted.
