Facing unanimous Democratic opposition, Senate Majority Leader Mitch McConnell must get yes votes from 50 of the 52 GOP senators to avoid a defeat that would be a major embarrassment to President Donald Trump and the entire Republican Party.

According to Zwillich, the changes to the tax credits would not go into effect until 2020. Both bills would roll back the expansion and significantly overhaul the program, which provides insurance to almost 70 million people.

"The protections around pre-existing conditions are still in place in the Senate bill, but the waiver authority gives states options that could include limiting coverage for people with pre-existing conditions", says Pearson. Tim Scott told reporters on Thursday.

McConnell wants the bill passed next week, still with no public hearings or opportunities for health care experts or advocates to have a say.
