Kurt Volker, a former US ambassador to North Atlantic Treaty Organisation, who the USA special envoy to the Ukraine peace talks on July 7, said Sunday Russian aggression is to blame for violence in eastern Ukraine, where people are dying in what should be seen as a "hot war" rather than a "frozen conflict". The U.S. condemned the outbreak of violence, calling it "the deadliest one-day period in 2017" in the Ukrainian conflict.

The envoy added that he was not predicting that the US would provide the weaponry, but that it would be discussed and decided upon.

Volker, a Russian Federation hawk who served as U.S. ambassador to North Atlantic Treaty Organisation, was appointed by State Secretary Rex Tillerson on July 7 to the special envoy role.

"I think the argument that it would be provocative to Russian Federation or emboldening of Ukraine is just getting it backwards", he said.

The leaders of France, Germany, Russia and Ukraine have vowed to go ahead with a peace plan for eastern Ukraine, The Associated Press reported. The full agreement has yet to be implemented.

According to the United Nations, 10,000 people have died since conflict erupted in the Donbass region in April 2014 - following Russia's annexation of Crimea - and a further 1.6 million have been displaced, the BBC said.

Speaking during a military conference, captured in a Facebook video and posted on the military's official account on July 23, Ukrainian Chief of General Staff Viktor Muzhenko said his forces had observed new moves on the Russian side of the border. However, Moscow has not officially declared war on Kiev and continues to deny official involvement in the fighting on the ground.

"This is not a frozen conflict, this is a hot war, and it's an immediate crisis that we all need to address as quickly as possible", he said. Despite President Trump's apparent affinity for Russian President Vladimir Putin, the White House signaled it would accept the legislation.
