A person living with the couple filed a complaint saying they were anxious about the children's well-being.

Among the complaints to the state, per child welfare records, is that Eric Ziegler almost rolled over onto the baby while sleeping with him on the floor, that Eric is "easily frustrated", and even that he had a history of forgetting to feed his dog.

Neither of the OR parents were aware that Amy Fabbrini was pregnant, and Christopher's surprise birth took place at Ziegler's home. The average IQ is considered to be between 90 and 110.

"I never saw anything that was alarming to me at any point", Hagenbach said.

"They're saying that this foster care provider is better for the child because she can provide more financially, provide better education, things like that". Do you think it's fair that their children were taken away? There's always somebody better than us, so it's a very unsafe position to be in'.

But the parents are fighting to get custody of their children back, with a petition launched on their behalf.

However, Oregon Live reports that no signs of abuse or neglect have been found.

"I honestly don't understand why they can't have their children. How do they decide whose child they're going to take and whose child can stay?'", Turner said.

For now, they are having to settle for supervised visits.

"They have done so much more than they have been asked to do".

Added Ziegler, 'It doesn't seem like it's good enough for them ...

'They are saying they are intellectually incapable without any guidelines to go by, ' Hagenbach said. "Their rights can not be terminated simply because they suffer from cognitive impairment, so long as they are able to put together a plan for how they're going to safely care for their kids with the support of people in the community".

Oregon's decision comes with the blessing of Fabbrini's father, Raymond Fabbrini, who has sided with welfare workers, calling his daughter lazy, with the father saying he doesn't believe she or Ziegler are capable of parenting. She got me mad so many times. She wouldn't do nothing, ' he told the Oregonian. Fabbrini scored 72 and Ziegler scored 68.

According to The Oregonian, an advocacy group for disability rights tried to pass legislation in 2013 that would have banned the state from declaring a parent unfit based on a parent's intellectual disability. One study determined that anywhere between 40 and 80 percent are ultimately stripped of their parental rights based exclusively on their IQ and other intellectual impairments.

The parents will continue to have visitation rights under the supervision of another.
