The chaos boiled over at what is believed to be the largest group of white nationalists to come together in a decade: the governor declared a state of emergency, police dressed in riot gear ordered people out and helicopters circled overhead.

The crash happened almost two hours after violent confrontations between hundreds of protestors and counter-protestors.

The Charlottesville City Council voted unanimously to allow the police chief to declare a curfew. Charlottesville mayor Mike Signer opposed holding the rally near the Lee monument.

The confrontation was a stark reminder of the growing political polarisation that has intensified since Trump's election a year ago.

Witnesses said it looked like the driver meant to mow down people.

At a podium, Trump read a statement rebuking the violence, but without specifically mentioning or faulting the role of white nationalists.

David Duke, a former leader of the white supremacist Ku Klux Klan, was in Charlottesville for the rally, according to his Twitter account. Cruz called the white supremacists "repulsive and evil".
