On June 14, a huge fire started at the Grenfell tower high-rise block in North Kensington in London, engulfing the entire building and trapping nearly 120 families inside.

Mrs May said: "It is vital that there is justice for the victims of this appalling tragedy and for their families who have suffered so terribly".

But the inquiry will fall short of considering the wider questions raised by the fire, including the impact of Britain's social housing shortage.

The prime minister added that housing minister Alok Sharma would meet with social housing tenants in west London and across the country to hear about any concerns they might have.

The company, which does fix and maintenance work for properties belonging to local authorities and other social housing landlords, said on Tuesday that some authorities were holding off on signing new contracts while they conducted safety checks in the wake of the Grenfell Tower fire in June, in which 80 people died.

Tottenham Labour MP David Lammy, whose friend Khadija Saye died in the fire, said the decision was a "grave injustice" to those who died.

The mayor of London said in a statement questions should be answered "if the community's shattered confidence is to be restored".

"We must find out what went wrong and make sure it never happens again, not only in this borough, but anywhere in the UK", Elizabeth Campbell added.

The government responded to his concerns by pointing to a 12-month amnesty that would allow such individuals temporary lawful residence in the UK.

"I am deeply disappointed that the narrow terms of reference ignore issue of the provision and management of social housing in the United Kingdom", he said.

The Met has said it would investigate "all criminal offences that may have been committed".
