Russian President Vladimir Putin refrained from criticizing US President Donald Trump at a news conference in China on Tuesday, but said a decision to shutter Russian diplomatic outposts in the US was poorly handled.

North Korea launched its sixth test of a nuclear weapon Sunday with seismological data indicating the weapon was the most powerful ever to be detonated by Pyongyang, according to nuclear experts.

He told reporters at United Nations headquarters on Tuesday that the only initiative now on paper is a Chinese-Russian proposal that would halt North Korea's nuclear and missile tests in exchange for the US and South Korea halting their joint military exercises. The Russian leader also described the exchange between Washington and Pyongyang during the past weeks as "military hysteria".

Mr Putin added he would order his foreign ministry to take legal action over alleged violations of property rights.

Russian's Energy Minister Alexander Novak said that in the event that sanctions on North Korea were ramped up, his country would be relatively unaffected as Russia "only supply oil products there (and) the volumes are negligible, close to zero".

Seoul's defence ministry measured North Korea's nuclear test at 50 kilotons, Yonhap news agency reported.

Trump at times spoke glowingly of Putin while on the campaign trail and said he would usher in a period of detente between the two countries.

North Korea has test-fired a number of missiles this summer, including two long-range ones in July and an intermediate-range one in August that overflew the Japanese island of Hokkaido.

"It's ridiculous to put us on the same (sanctions) list as North Korea and then ask for our help in imposing sanctions on North Korea", said Putin. They also both agreed that the latest test was a grave provocation that was "unprecedented".

The closing of two luxury estates, one in Maryland and another in NY, by the Obama administration in December came in retaliation for Russian interference in US presidential elections.

Analysts say it is most likely North Korea will carry out its next "provocative" act on or around September 9th when the country celebrates its founding day.

Russian Federation is ready to 'take part in all relevant discussions within the UN Security Council and in other formats, ' concerning a response to the actions of the DRPK, stressed the spokesman.
