GOP hopes for Senate health care bill flickering out”

Hatch on Monday is holding the chamber's only planned hearing on a proposal by Republicans Lindsey Graham of SC and Bill Cassidy of Louisiana that takes federal health spending under Obamacare and Medicaid and provides grants to states.

Democrats said the GOP numbers were deceptive because they omitted the impact of cuts Republicans would impose on Medicaid, the health insurance program for the poor and disabled.

White House legislative liaison Marc Short and Sen. "No" votes from three of the 52 GOP senators would kill the party's effort to deliver on its perennial vow to repeal "Obamacare" and would reprise the party's politically jarring failure to accomplish that this summer. "It decimates Medicaid, seriously diminishes coverage and exposes people with pre-existing conditions to huge premium increases".

The revised Cassidy-Graham legislation doesn't change the total sum the federal government would spend on the block grants from 2020 to 2026.

But Cassidy acknowledged the new version would indeed provide more funding to those states compared with the first iteration of his bill, stressing that it would include $1 billion dollars more in block grants for Maine.

Sen. Bill Cassidy (R-LA), accompanied by Sen. Susan Collins, R-Maine, said it would "very difficult" to "envision a scenario" where she would vote for this bill.

Mr. Cruz said he doesn't think fellow conservative Sen.

Another part of the revised bill would give one-fourth of a $6 billion contingency fund to states with the lowest-density population - Alaska among them.

Republicans provided documents stating that 34 states would get more health money under the bill than under Obama's law.

"Block granting Obamacare doesn't make it go away", Mr. Paul said. She said colleagues and others have helped her battle the disease with compassion, saying, "Sadly, this is not in this bill". She and Ms. Collins were the only Republicans who voted "no" on four pivotal votes on earlier versions of the GOP legislation in July.

Republicans can only afford to lose two senators due to their slim 52-48 margin in the Senate and time to deliver on a signature campaign promise is running short - they have until September 30 until special budget rules expire that allow them to pass health-care legislation without Democratic support.
