"A dedicated team in the Hennepin County Attorney's Office has been working diligently since we received the case in mid-September", Freeman said.

An investigation into the police shooting death of Australian woman Justine Ruszczyk won't be completed by the end of the year, delaying a decision over whether or not to bring charges against Minneapolis police officer Mohamed Noor. But on Thursday, he said his office was "getting more information and evidence, and additional investigation must be completed".

He said the Noor's refusal to talk with investigators has made it hard to move forward with the case.

Freeman complicated an already heavily scrutinized case when he was caught on video on December 13 blasting investigators for not bringing him enough evidence to charge Noor. "He also informed them that there is no timetable for when the decision will be made", the statement said.

Damond's family released a statement saying her relatives in Australia and the United States, including her fiance in Minneapolis, supported Freeman's decision. Investigators. They don't work for me. We want justice and appreciate the support from all those who want the same.

"Now we hear that the [Mr Freeman] says that the investigation has not been done to the prosecutor's satisfaction or even to the expected levels of accuracy and thoroughness", Mr Ruszczyk said.

Noor has not spoken publicly about the case. His attorney, Tom Plunkett, has raised questions about Freeman's objectivity.

Matthew Harrity, Noor's partner, told investigators that a "loud sound" startled him before Damond approached their police auto, which he was driving at the time.

Officer Noor, with less than two years in the police force, was sitting in the front passenger seat of a police vehicle that pulled up in the alley when Ms Damond approached in the darkness.

Damond, who was unarmed, died of a gunshot wound to the abdomen. Noor is Somali-American. Noor had trained in business and economics, and worked in property management before becoming a police officer. Noor and his partner, Matthew Harrity, responded to the call. "The MPD will continue to await the conclusion of this independent investigation and the Hennepin County Attorneys charging decision". The grand jury process has been criticised for its secrecy and for the rarity of officers being charged.

Freeman apologized for his comments, calling them "ill-advised" and said he was not aware he was being recorded. The shooting of the 24-year-old Clark, who was black, set off repeated protests and an extended encampment outside the police precinct headquarters.
