Local immigration officials said the four local stores are among the almost 100 7-Elevens across the USA which were served with what's being called a "notice of inspection" on Wednesday.

Agents targeted two stores in Miami-Dade County, two stores in Broward County and one in Palm Beach County, ICE spokesman Nestor Iglesias said.

Employees of franchise stores are employees of the franchisee, not 7-Eleven, the company said.

"The present activities send a solid message to US organizations that contract and utilize an unlawful workforce", ICE's Acting Director Thomas D. Homan said in an announcement.

Amy Peck, an Omaha, Nebraska, immigration attorney who represents businesses, said an employer crackdown will never work because the government has limited resources and there are many jobs that people who are in the country legally do not want.

The chain with more than 8,600 convenience stores in the US said it has previously ended franchise agreements for owners convicted of breaking employment laws.

In Los Angeles' Koreatown, seven agents who arrived in unmarked cars closed a store for 20 minutes to explain the audit to the only employee there, a clerk with a valid green card.

ICE and its sister agency, US Customs and Border Protection, have stepped up arrests and deportations of illegal border crossers since Trump came to power in January 2017.

"7-Eleven Franchisees are independent business owners and are exclusively responsible for their employees including deciding who to hire and verifying their eligibility to work in the United States".

States where other investigations were conducted were California, Colorado, Delaware, Florida, Illinois, Indiana, Maryland, Missouri, Nevada, New Jersey, New York, North Carolina, Oregon, Pennsylvania, Texas and Washington.

"As part of the 7-Eleven franchise agreement, 7-Eleven requires all franchise business owners to comply with all federal, state and local employment laws".

In 2013, HSI conducted an investigation into various 7-Eleven franchises that resulted in the arrest of nine franchise owners and managers for conspiring to commit wire fraud, stealing identities and concealing and harboring illegal aliens employed at their stores, according to a news release. Eight have pleaded guilty and were ordered to pay more than $2.6 million in back wages, and the ninth was arrested in November.

"This is what we're gearing up for this year and what you're going to see more and more of is these large-scale compliance inspections, just for starters", he said.

The payroll audits give the franchise owners a few days to show that their employees are not illegal immigrants.

Prosecuting business owners who hire illegal workers is often hard for the government, because company owners typically insist they were deceived by employees using fake social security numbers.
