Governor Jerry Brown Proposes $132 Billion California Budget”

Gov. Jerry Brown said the "inevitable recession lurking in our future" has thankfully not hit California yet, but urged lawmakers to remain vigilant as they debate the $132 billion general fund budget he proposed Wednesday.

"What I propose will be painful".

"What we can talk about is spending now and cutting later, or filling the reserves and continuing our spending right along", Brown said. But, he added: "It's better to take our medicine now and get the state on a balanced footing".

The governor's proposed budget includes $2.8 billion of the new tax revenue to fix neighborhood roads, state highways and bridges, $556 million to improving trade and commute corridors, $200 million to match county funds on transportation projects and $721 million to improve local passenger rail and public transit systems.

Palmer says the new federal tax law is just one of many uncertainties that will drive the governor's cautious approach to the state budget.

California will launch a new community college completely online next year, under a $100 million initiative included in Gov. The proposed total state budget, which includes income generated from bonds and other special funds as well as tax revenues, would be $190.3 billion, up 4 percent from the current fiscal year.

Brown's proposal comes as California wages a multi-front battle with Republican President Donald Trump that has, so far, had little impact on the state's finances.

Last year, Brown signed a $125 billion budget that boosted payments for Medi-Cal doctors and dentists who provide care for the poor and increased funding for education and social services. Taking the reins as the state clawed out of the devastating Great Recession, he backed ballot initiatives that raised taxes on the wealthy and forced the state to save money and pay down debts.

California's fiscal position has improved by leaps and bounds since 2011, when the state suffered a $27 billion budget gap.
