House panel's GOP side praises Trump's budget

House panel's GOP side praises Trump's budget”

And, not only had Congress passed a new deal to allow more spending, but had nearly completely ignored all the cuts that the White House sent up a year ago, the budget director fumed.

"This is a messaging document", acknowledged White House budget chief Mick Mulvaney. "These are spending caps. These are choices my Republican colleagues are making - and they are reprehensible", he said. "You don't have to spend all that".

Trump is meeting with state and local leaders at the White House on Monday to discuss the plan.

A $6.8 billion, or 8.3%, increase in discretionary spending over the 2018 budget.

Finally, and perhaps most importantly, President Trump's infrastructure proposal focuses the money on projects that will contribute to the economy and potentially boost wages.

Unveiled Monday, the $4.4 trillion spending plan now heads to the GOP-controlled Congress where it's expected to get a cool reception even from key Republican lawmakers who already rejected numerous same cuts proposed in the president's 2018 budget plan Trump proposed previous year.

"Under the proposal, The Centers for Disease Control and Prevention would face a cut but the National Institutes of Health and the Food and Drug Administration would see increases".

President Donald Trump is predicting a "big week" for the roll out of his administration's infrastructure plan. It is unlikely that either of these cuts will actually be enacted this year, but the intention is clear. "And we will do it with American heart, and American hands, and American grit", Trump said.

"It would impose these work requirements without any resources that connect people with well-paying jobs and the skill sets they need", she said.

Besides the huge military build-up, the Trump budget calls for an additional $18 billion over two years for building a wall along the US-Mexico border, as well as $5 billion for additional Border Patrol and ICE officers, and a 25 percent increase in the number of beds in immigrant detention facilities, bringing the total daily capacity to 52,000, the highest ever. Trump's request a year ago for 74 miles of wall in San Diego and the Rio Grande Valley is pending before lawmakers right now.

While steel and aluminum producers are lobbying for Trump to take action, 15 trade groups representing other manufacturers warned Trump Monday that his action could have "unintended and disastrous consequences". That's because his budget also revives the proposal to turn the program into a block grant, which would cut the amount of money the state gets from the federal government for it over time.

Overall federal debt will climb by $7 trillion during that period, and that is with economic assumptions considered absurdly optimistic by most economists-economic growth averaging 3 percent or more a year and interest rates on federal debt never exceeding 4 percent. More realistic models suggest trillion dollar deficits every year, rising to more than $2 trillion a year by the mid-2020s, with annual interest payments alone topping $1 trillion.

The White House is releasing a 55-page "legislative outline" on the proposal, which envisions spurring $1.5 trillion in spending over a decade to rebuild roads, highways and airports.

The American Society of Civil Engineers estimates that $4.59 trillion is needed through 2025 merely to fix existing infrastructure. That deal, which includes large increases for domestic programs, rendered the Trump's proposed 10-year, $1.7 trillion cuts to domestic agencies such as the departments of Health and Human Services, Agriculture and Housing and Urban Development even more unrealistic.

The proposal would rely heavily on state and local government for much of the funding.

The Trump administration's infrastructure proposal released on Monday would speed up the permitting of US natural gas pipelines, including by cutting Congress out of the process for allowing them to cross national parks.
