The draft text to renew United Nations sanctions on Yemen for another year would also allow the 15-member council to impose targeted sanctions for "any activity related to the use of ballistic missiles in Yemen".

But, U.N. action on Iran's missile program, Haley told the Associated Press, could persuade President Trump to remain in the nuclear accord, which will come up again on the president's desk for certification in May of this year. Tehran says the claim is baseless.

Independent UN experts monitoring the sanctions on Yemen reported to the Security Council in January that it had "identified missile remnants, related military equipment and military unmanned aerial vehicles that are of Iranian origin and were brought into Yemen after the imposition of the targeted arms embargo".

Most worrying is the idea that Iran is using Yemen to test its missiles as it means that the Iranian Regime may be looking to use its missiles on other targets that use USA defence systems.

"Its missiles and advanced weapons are turning up in war zones all across the Middle East".

The Saudi-led Arab Coalition report that the fired Houthis have at least 90 ballistic missiles against them and Saudi Arabia, with a range that can now reach the Saudi capital of Riyadh, and explain that the Houthis do not have that technology on their own.

Instead, a Western diplomat based in the region said that this appears to be an attempt by Iran, who supplied the Houthi terrorist cell with the ballistic missiles, to start a bigger regional conflict or test their missiles against the United States missile defence systems used by Saudi Arabia.

The panel's report comes on the heels of a report by the U.N. Secretary-General which Haley called the "most damning" evidence to date that Iran is arming Yemen's Houthi rebels.

The Security Council has banned the supply of weapons to the Huthi and "those acting on their behalf or at their direction".
