Some 660 emergency personnel were deployed in the rescue effort.

The blaze, one of the deadliest in Russian Federation since the end of the Soviet Union, swept through the upper floors of the complex that included a cinema and children's play area.

Witnesses told Russian media the fire alarm and sprinklers had failed to function.

In April 2013, a fire ravaged a psychiatric hospital in the Moscow region, killing 38 people, majority patients who were engulfed by flames as they slept behind barred windows.

Sixty-four deaths were confirmed after the firefighters finished combing through the four floors of the mall, Emergency Situations Minister Vladimir Puchkov told a televised briefing.

Russia's Emergency Ministry says that the blaze has begun to weaken.

Health Minister Veronika Skvortsova said from the scene that 13 people were in hospital, including an 11-year-old boy in a serious condition.

Tass said the fire started on the top floor but the cause was not yet known.

What were the actions taken?

The investigators have launched a criminal probe into possible negligence and violation of fire safety.

The Investigative Committee said it had opened a criminal inquiry and four people, including the tenant renting the premises where the fire broke out and the head of the company that manages the mall, had been arrested. About 1,500 square meters have been destroyed.

Six bodies have not yet been recovered, he said.

On Monday morning, Kemerovo residents were bringing flowers, candles and stuffed animals to a plaza outside the mall, and local hospitals reported an influx of people wanting to donate blood for the victims.

The blaze in Kemerovo underscored an appalling record of fire safety in Russian Federation in recent years. Forty-five people were injured. A 2007 nursing home fire in Krasnodar saw 63 die, and a 2009 nightclub fire in Perm killed 153. A fire at a nursing home took lives 63 people at a nursing home in Krasnodar. In 2003, a fire in student dorm at a Moscow university killed 44 and injured 156.
