Russian Federation has also tabled a draft resolution for vote on Tuesday - also on an investigative mechanism for chemical weapons use in Syria.

A joint U.N. -OPCW investigative team accused Syria of using chlorine gas in at least two attacks in 2014 and 2015 and the nerve agent sarin in an aerial attack on Khan Sheikhoun in April 2017 that killed about 100 people and affected about 200 others. That attack was widely blamed on government forces, who denied responsibility.

The divisiveness of any expanded military action in Syria was evident once more this spring when Trump requested options for retaliating against ongoing chemical attacks in Syria, including an apparent chlorine gas attack that took place on February 25.

Mr Trump said late on Monday that the USA will respond "forcefully" to a suspected chemical weapons attack by Assad's regime over the weekend, after suggesting earlier that Russian President Vladimir Putin may share responsibility. He said any military strike would be illegal because it hasn't been authorized by Congress. "And we'll be letting you know pretty soon - probably after the fact". The idea that Assad would - having virtually reconquered Eastern Ghouta - wait until the end of this very successful recovery operation to launch a completely unnecessary attack on bunch of civilians...

Trump has criticized Moscow for standing by Syrian President Bashar al-Assad.

Trump's third national security adviser, John Bolton, was in the room during the meetings on his first day in office.

A source from a pro-regime unit told AFP Tuesday there were "precautionary measures being taken by the Syrian army, especially the airports and military bases".

Last month, almost seven years after then-President Barack Obama first declared that Assad must go, Army Gen. Joseph Votel, head of U.S. Central Command, told lawmakers that he did not know whether that objective remained U.S. policy.

The threats of USA military action against Syria "should make us seriously anxious, all of us, " Nebenzia said.

The statement came after rival draft resolutions by the USA and Russian Federation to set up a new expert body to probe chemical weapons attacks in Syria both failed to pass at the United Nations Security Council.

Russia's United Nations ambassador Vassily Nebenzia accused Haley of seeking a vote to provide cover for a Western military strike on Assad that now seems all the more likely.

"Russia has trashed the credibility of the council", she said. Russia's ambassador to Lebanon, Alexander Zasypkin, on Tuesday said any missiles the United States launches at Syria could be shot down, perhaps by the Russian Federation military. Russian Federation needs us to help with their economy, something that would be very easy to do, and we need all nations to work together.
