Russian Federation has rejected France's proposal at a United Nations Security Council (UNSC) meeting that called for the launch of an independent investigation over an alleged chemical attack that struck the former rebel-held town of Douma in Syria's Eastern Ghouta.

Uzumcu said on Monday that the Syrian government and its ally Russian Federation were blocking his team from visiting Douma. Soon, small arms fire broke out and a nearby explosive was detonated at one of the two locations.

They say the arrival of the inspectors is being held up by Syrian authorities who now control the area, and that evidence of the chemical attack may be being destroyed.

"At present, we do not know when the team can be deployed to Douma", Uzumcu added in a statement.

Journalists visiting Douma on a government-organized tour Monday did not report any security threats.

"We have seen no indication the Assad regime is prepared to launch another chemical weapons attack", White said.

With 11 days now having passed, concerns are growing that evidence could fall prey to tampering or be otherwise compromised.

Asked about the assertion that the strikes had only a limited impact, a White House National Security Council spokesman said the objective of the military operation was to hold Syria's government accountable, degrade its capability and deter it from chemical attacks in the future - "all while minimizing civilian casualties".

Reuters reported on Wednesday that US assessments following US, British and French joint missile strikes on Syria last weekend show they had only a limited impact on Assad's ability to carry out chemical weapons attacks.

US Secretary of Defence James Mattis spoke before the House of Representatives Armed Services Committee on 12 April, telling it that the US administration had not decided on a response to the presumed chemical weapons attack in Eastern Ghouta, a suburb of Damascus.

"We are very much aware of the delay that the regime imposed on that delegation". They clearly weren't interested in getting the facts before the strike, and facts that don't support their narrative could be very embarrassing.

The Syrian regime remains able to conduct chemical attacks, though only at a limited level, the Pentagon has said following last week's global cruise missile strikes on chemical weapons-related targets. The claim could not be independently verified.

Western countries say scores of people were gassed to death in the attack.

The mission "will continue its work", the official said.

Syria and its ally Russian Federation had invited inspectors with the Organisation for the Prohibition of Chemical Weapons to visit the town, but then were accused of blocking them from accessing it for several days. For the rest, it had insufficient evidence to determine the perpetrator.

Fighters from the Army of Islam and their families were to leave the town of Dumayr as part of the arrangement, the state-affiliated al-Ikhbariya TV station said.

Jarablus is shared between Turkish and Syrian opposition control.

The recent US -led airstrikes on the Assad regime were "necessary and proportionate", European Council President Donald Tusk said on Wednesday as he urged Russian Federation and Iran to "stop playing games" in the region.

Israel also has said that Iranians should stay away from the Jordanian border and that Syria should not become a permanent home to Iranian forces.
