"We don't know when the eggs might hatch", said Monahan. "If we can't move in our infrastructure starting tomorrow, then we're faced with some delays that could start to snowball".

Its numbers having been halved since the 1970s, the diminutive brown and white birds and their nests are protected under Canada's migratory birds law. "Most of the people we're working with ... are looking for a positive solution", Monahan said.

Wildlife experts, however, warned against disturbing the nest, saying it could lead the parents to abandon the eggs. The nest was were discovered Friday when workers arrived to begin setup - "Someone noticed there was a very agitated bird", Monahan said.
