The Neuse River in New Bern, North Carolina yesterday began to flow over its banks, triggering flooding as waters continued to rise from torrential rainfall.

"WE ARE COMING TO GET YOU", the city of New Bern tweeted around 2 a.m.

There were no immediate reports of any deaths.

In its 1200 GMT advisory, the centre said Florence was packing winds of 90 miles per hour (150 kph) and moving northwest at six miles per hour (10 kilometres per hour). "I see the beach communities' being inundated with water and destruction that will be pretty, pretty epic".

Tropical-storm-force winds extend up to 175 miles from the center of the storm.

A tornado watch was also in effect for parts of North Carolina.

Southeastern coastal North Carolina into far northeastern SC could see 20 to 30 inches of rainfall; some isolated areas could see 40 inches.

Myrtle Beach, a SC beach resort, was deserted with empty streets, boarded up storefronts and very little traffic.

The authorities of the States of Georgia, Virginia, North Carolina, South Carolina, Maryland, and the nation's capital of Washington, in the direction which moves the "Florence", has introduced a state of emergency.

Hundreds of thousands were without power in the Carolinas late Friday.

Not everybody was heeding orders to evacuate, however.

He picked up 10 people on one run and took them to a shelter.

Still, some residents ignored calls to evacuate.
