The FBI report was due to senators following a day on which President Trump added fresh animosity to the already tense debate over Kavanaugh with new comments that mocked the sexual misconduct allegations against his Supreme Court nominee.

While the report's conclusions were as yet unknown, there was already a partisan battle over it as Trump and the Senate Republican leadership battled to corral enough support for a majority vote for Kavanaugh in the days ahead. Kennedy said it would be "silly" to threaten to withhold his vote over the report being made public.

GOP lawmakers expressed concern that Trump's comments could make it harder to win over wavering colleagues whose votes will likely prove pivotal to Kavanaugh's chances.

In Congress, Senate Majority Leader Mitch McConnell says he is certain that the FBI's report will be finished and the Senate will vote on Kavanaugh's nomination this week.

Mr McConnell did not specify when exactly the vote would be held, but it is expected to be on Friday or Saturday.
