"The NCA should now use all of their powers to investigate this fully - these are very serious matters. The Electoral Commission has referred me to the National Crime Agency under intense political pressure from anti-Brexit supporters", he added.

She denied claims the money had come from Russian sources, saying: "I run the group of companies where the money was from and we don't have any transactions that are from Russia".

"Clearly the Electoral Commission have come to the same conclusion, they have the same concerns we had, and it's now been referred".

They reported the remaining £2 million as a loan from Mr Banks and his insurances companies.

'These jurisdictions are beyond the reach of the Electoral Commission for the goal of obtaining information for use in criminal investigations or proceedings'.

The NCA's involvement comes after the UK's Electoral Commission watchdog referred its own probe into Banks to the agency amid suspicions that Banks' Better For the Country and Leave.EU campaigns may have received money from "impermissible sources", including entities in Gibraltar and the Isle of Man.

Loans to Better for the Country, on behalf of Leave.EU involved a non-qualifying or impermissible company - Rock Holdings Limited, which is incorporated in the Isle of Man.

"I don't think there is a natural connection to this and calling for a re-run of the referendum".

British officials are investigating a prominent Brexit backer and his influential campaign group over alleged financial misconduct linked to the United Kingdom's 2016 referendum on leaving the European Union.

At the center of the investigation are $10.3m in loans made by Banks and his campaign to another anti-E.U. campaign group, Better for the Country, $3.8m of which were spent on campaigning during the referendum.

Mr Banks visited the island in July with Nigel Farage, former leader of the UK Independence Party, along with Andy Wigmore, another prominent figure in the Brexit movement.

Banks was the source of £2.9 million of "regulated" campaign spending (the other £5 million was from outside the key period), which is nearly 20% of the entire pro-leave spend.

"While electoral law offences would not routinely fall within the NCA's remit, the nature of the necessary inquiries and the potential for offences to have been committed other than under electoral law lead us to consider an NCA investigation appropriate in this instance", the statement said.

Adam Wagner, a London-based human rights barrister who is involved in a legal challenge to the Prime Minister's right to act on the result of the EU referendum, said Leave.EU had "cheated" during the referendum campaign.

'This is now a live investigation, and we are unable to discuss any operational detail'. The result was that the United Kingdom voted by 51.9% to 48.1% to leave the EU.
