And Tory Brexiteer Jacob Rees-Mogg said she should either "govern or quit", adding: 'We can not continue like this'.

"It is clear to us that Theresa May will not renegotiate the deal when she goes to Brussels, and will only be asking for reassurances from European Union leaders".

EU Council leader Donald Tusk vowed to try to help her win MPs round.

"But we are ready to discuss how to facilitate United Kingdom ratification".
