The government has partially shut down after President Donald Trump was unable to agree with Democratic and Republican lawmakers on spending for his border wall.

Shutdowns happened every year when Jimmy Carter was president, averaging 11 days each.

"This is our only chance that we'll ever have, in our opinion, because of the world and the way it breaks out, to get great border security", Trump said Friday.

McConnell said the Senate would meet in a "pro forma" session Monday, but those sessions are brief, sometimes lasting just minutes.

When he appeared to be leaving on Friday night, however, Senate Majority Leader Mitch McConnell said "constructive talks are underway".

Funding for roughly a quarter of the federal government expired at midnight, including appropriations for the departments of Homeland Security, Justice, Housing and Urban Development and other parts of the government. An additional 380,000 will be furloughed, meaning they will stay home without pay.

But after that, workers will have to wait for Congress to pass legislation to provide back pay.

Trump says in a Twitter video late Friday that "we're going to have a shutdown" and "there's nothing we can do about that because we need the Democrats to give us their votes".

The U.S. Postal Service, busy delivering packages for the holiday season, were not affected because it's an independent agency.

Government Shuts Down Over Border Wall Impasse

Also still functioning were the Federal Bureau of Investigation, the Border Patrol and the Coast Guard. Transportation Security Administration officials and staff will continue to operate airport security checkpoints at airports and air traffic controllers will also remain on duty as millions of Americans begin their holiday travel. They have offered to keep spending at existing levels of $1.3 billion for border fencing and other security.

The shutdown comes at the end of a perilous week for the president, one that saw Defense Secretary James Mattis resign in protest after Trump's sudden decision to pull USA troops out of Syria. He added, "The shutdown hopefully will not last long".

McConnell said "the talks that count are between the Senate Democrats, whose votes we need, and the administration".

Special counsel Robert Mueller's office, which is investigating potential ties between the Trump campaign and Russian Federation, is unaffected by a shutdown.

"What this does is push this ahead to a negotiation", said Sen.

It was unclear exactly how long the shutdown would last: hours, days, or even longer - into early January, when Democrats will retake the House majority. Senate Democratic leader Chuck Schumer of NY met with Pence at the request of the White House, according to Schumer's office.

The Senate late Wednesday approved by voice vote a stopgap measure that would have prevented the shutdown, but it did not include $5 billion Trump wanted for the border wall, and he balked on Thursday at signing it. But the House rebelled and approved a package temporarily financing the government but also setting aside $5.7 billion for the border wall.

The dispute was occurring in the last days of Republican control of both houses of Congress. Democrats picked up 40 seats in the 435-member House in the November elections and are set assume control in early January, although Republicans will maintain their edge in the Senate.
