White House officials and congressional aides are returning to discussions Sunday to find a way to reopen the government after emerging from the first round of weekend talks without a breakthrough.

"It is not a sign of weakness to try to figure out a middle ground, and I think that both sides need to indicate a willingness to listen and to compromise", US Senator Susan Collins of Maine said on NBC.

All the while, about 800,000 federal workers remained without pay, either at home or on the job, and key government services faced increasing strain and closure.

"We have a five-month-old son so we have about a month left before we're going to have to start having those hard conversations about what to do next", he said.

A Democratic aide said Sunday's meeting started about 45 minutes late, and despite the delay they still did not receive a full budget justification.

He will "travel to the Southern border on Thursday to meet with those on the frontlines of the national security and humanitarian crisis", Sarah Sanders said in a tweet.

Trump, however, tweeted late Sunday afternoon that the meeting was productive.

Trump said that he would consider a deal that involved protections for Deferred Action for Childhood Arrivals program recipients, but indicated that he preferred to wait until the Supreme Court ruled on the issue.

Mulvaney said he had concluded that Democrats "think they are winning this battle politically and they're vehement because they think the president is paying a price politically".

"There is a provision in law that says the president can declare an emergency".

Large chunks of the federal government were shut down on December 22 after lawmakers and the president hit an impasse over Mr Trump's demand that a bill to keep the federal government operational include money to help build a US$23 billion wall along the U.S. border with Mexico.

About 800,000 government workers are either on leave or working without pay.

He also said that he should not have to lower his demand for $US5.6 billion, though he said he understood the impact the impasse was having on affected federal workers struggling to pay their bills. Trump told reporters on Saturday that he wants to reopen government but is prepared to maintain the shutdown for weeks or even years.

"We're asking for $5.6 billion. Not the other way around", he said.
