The state elections board decided that neither Harris nor Democratic opponent Dan McCready gained victory in the 2018 midterm election after allegations that Harris campaign operatives illegally harvested ballots.

The previous statute required that all candidates listed on the ballot in the original election be included on the new ballot and listed in the same order as before.

He threw his support behind Union County Commissioner Stony Rushing, whose record Harris said has "proven him to stand firm on so numerous issues that concern us, including the issue of life, our national security, and religious freedom".

Still, Michael Bitzer, a political scientist at Catawba University and expert in state-level politics, expressed his doubt that the McCready team would try to force Harris onto the new ballot.

Last week, Harris' son John Harris testified that he warned his father about the absentee ballot scheme used by Leslie McCrae Dowless, the political operative behind the election fraud scandal. "His background and his experience have proven him to stand firm on so numerous issues ... including the issue of life, our national security, and religious freedom", said Harris in his announcement.

Republican Mark Harris will not run again in North Carolina's 9th Congressional District do-over elections, he said Tuesday. "It's become clear to me that public confidence in the 9th District has been undermined to an extent that a new election is warranted".

Harris' decision follows his support for a second election to fill the seat after a contentious investigation into the irregularities.

McCready has at least one advantage over Republican contenders: He is less likely to have to endure a tough primary and will be able to spend the spring raising money and organizing for the fall election.
