Along with Florida, Arizona, Hawaii and a handful of US territories, including Puerto Rico, do not observe the time change, TIME reported. While the state Legislature asked for the year-round implementation of Daylight Saving Time, federal law must be changed to make it happen.

The idea of resetting clocks forward an hour in the spring and back an hour in the fall was first suggested by Benjamin Franklin in his essay, "An Economical Project for Diminishing the Cost of Light, " which was published in the Journal de Paris in April 1784.

Without daylight saving time, the would rise before 6 a.m.in Fort Worth for more than four months of the year, from April 16 until August 25.

Daylight saving time begins this weekend, but if some lawmakers have their way, it will be permanent.

So could this be the last time we change our clocks? Both bills have been referred to committee, but no hearings have been held yet.

Even so, aside from the initial disruption of sleep patterns, complaints about DST being useless or outdated tend to disappear within the first week of the time change.
