Maduro finally made an appearance in the late afternoon to lead a military parade paying tribute to his predecessor Hugo Chavez on the sixth anniversary of the socialist firebrand's death.

Maduro, speaking for the first time since Guaido's return, said he would not allow "anything or anyone to disrupt the peace".

Guaido vowed Tuesday to increase pressure on Maduro, who in turn promised to crush a "crazed minority" that wants to remove him from power.

"Public sector employees, workers, trade unions will not continue cooperating with. a regime that jails and persecutes them", Guaido said at a meeting with unions in Caracas.

The strikes would ratchet up pressure on a weakened Maduro by giving several million state employees, a traditional bastion of government support, a chance to demonstrate their frustration with an administration that has overseen Venezuela's deepest ever economic crisis.

It has also handed Guaido control of Venezuela's bank accounts in the United States.

Still, while thousands of Venezuelans heeded Guaido's call for protests coinciding with his return, many worry the government might crack down on the opposition as it has in the past, jailing or driving into exile top opposition leaders. He visited several Latin American countries to lobby for global help.

"They thought the pressure had reached its zenith, but it's only just beginning", Guaido told reporters.

While Guaido had publicly speculated that authorities would detain him when he returned, he passed through Caracas' worldwide airport without a problem. Maduro accuses Guaido of leading a US -directed coup against him and has said he will "face justice".

"That's ultimately a decision for Venezuelans to make", Abrams said.

Guaido said the strikes would be staggered and aim to paralyze the public sector.

But troops blocked convoys of aid trucks sent from Colombia and Brazil, leading to clashes that killed at least six people along the Brazilian border, rights groups say.

The United States and some 50 other countries have recognised Mr Guaido as the legitimate leader of Venezuela and have urged Mr Maduro, who is backed by Russian Federation, to resign so the country can prepare for elections.
