Thailand's general election is drawing considerable attention for two reasons: it's the first in eight years - the last five under an un-elected post-coup government - and there have been persistent concerns of voting irregularities.

The commission has not announced the full number of seats for each party in the 500-seat House of Representatives, but results for the 350 seats of the lower house were announced Monday with Pheu Thai Party won 137 and Palang Pracharath Party won 97 seats respectively.

Although the results represent all the ballots counted, the tally remains unofficial until final results are revealed on May 9.

But all 250 seats in the upper house are military-appointed, according to a charter passed by the junta, meaning non-aligned parties need a higher number of votes to control the government.

While official results are due in May, the commission has said the seat allocation could change as it investigates complaints and lawsuits in some constituencies. The commission itself has said it would not to announce the party seats until May 9, when the official results are finalised.

However, parties have been calculating their share of the allocated seats based on partial results, and both Palang Pracharat and Pheu Thai have claimed they have a mandate to form the next government.

Pheu Thai is made up of loyalists of former prime minister Thaksin Shinawatra, who was ousted in a 2006 coup and has lived in self-exile since 2008 to avoid a graft conviction that he said was politically motivated.

Preliminary figures show the military-aligned Phalang Pracharat party leading in the popular vote with almost eight million ballots.

After Monday's delay, the commission said it would release a full preliminary vote count on Friday.

A government that had been led by his sister, Yingluck, was overthrown in the 2014 coup. "Although right now numbers are still moving, we are certain we will have at least 255 seats among ourselves", Ms Sudarat told reporters, adding that they were also in talks with other parties.

A statement from the EC said "the Commission will compile a new voters' register ahead of the 2020 presidential and parliamentary elections", but did not give details as to when the exercise will be conducted.
