The pilot who died after crashing a helicopter on the roof of a Manhattan high-rise wasn't licensed to fly in the weather conditions at the time of the crash, the Federal Aviation Administration said Tuesday. Authorities said they did not suspect terrorism.

The crash shook the 750-foot (229-metre) AXA Equitable building, sparked a fire and forced office workers to flee.

"We have much more work to do before this investigation is complete", he said, adding that a preliminary report would be released in about two weeks. A flight restriction in effect since President Donald Trump took office bans aircraft from flying below 3,000 feet (914 meters) within a 1-mile (1.6-kilometer) radius of Trump Tower, which is less than a half-mile (0.8 kilometers) from the crash site. At the time, McCormack told ABC he had over 20 years of experience.

According to the ECVFD, McCormack served as chief of the fire department for 10 years.

The 19-year-old helicopter was linked to a real estate company founded by Italian-born investor Daniele Bodini, according to FAA records.

Linden airport director Paul Dudley described McCormack as "a highly seasoned" and "very well regarded" pilot.

Because it was so cloudy in the city, weather could also be a factor in the crash.

"He may have intentionally gone for that roof to spare the people on the street", Dudley said.

"A little bit of pandemonium", he told the station, recalling the incident.

McCormack had left the 34th Street helipad at approximately 1:30 p.m., and was reportedly heading to Linden, New Jersey. Rescue vehicles swarmed to the scene a few blocks from Rockefeller Center.

The building the chopper crashed onto was obscured by fog and there was heavy rain at the time.

The evacuation was not chaotic, Rodriguez said, but he was rattled because he immediately thought of the September 11 attacks.

Videos posted by onlookers showed emergency vehicles in the street, but no obvious damage to the skyscraper.

"Tim was previously a member of the LaGrange Fire Department".

"If you're a New Yorker you have a level of PTSD, right, from 9/11", said Cuomo, a Democrat. And I remember that morning all too well.

"You could feel the building shake, and you could actually hear the alarms", he said.

The order to evacuate came minutes later, he recalled. He saw a sheet of flame and smoke when he looked out the window.

"I want to just say, thank God for that".

Trump told reporters at the White House in Washington that he spoke with Gov. Andrew Cuomo about the crash.

The National Transportation Safety Board scheduled a briefing for Tuesday afternoon.

Helicopters going in and out of the heliport on Manhattan's East Side are only allowed to fly in the restricted area if they have permission and are communicating with air traffic control at LaGuardia Airport. All of the facilities border rivers.

"The only indication was a helicopter had to do an emergency or a hard landing, or crashed onto the rooftop of a building, causing a fire, but there's no indication of anything more than that". The pilot escaped mostly unscathed. Last year, five passengers were killed when a sightseeing helicopter plunged into the East River. It was not clear which one was piloting the plane.

"Those questions are part of our investigation", safety board spokesman Terry Williams said.
