The 37-year-old mayor of the small city in IN spoke at a sometimes contentious town hall meeting that was called a week after a white officer, Sgt Ryan O'Neill, fatally shot Eric Logan, a 54-year-old black man.

The mayor added that he would notify the local prosecutor that he'd like an independent investigator appointed.

"That's just being reactive, it's not being proactive and making sure this never happened and having rules in place for South Bend police officers and body cameras", Coffman said. O'Neill has said Logan approached him with a knife, but he did not have his body camera on at the time of the shooting.

One person was killed after a shooting at a South Bend, Indiana bar.

"It is very tough to believe the left arm of a police department telling you what the right arm did wrong", he said.

The June 16 shooting happened after O'Neill responded to a call about a suspicious person going through vehicles, a prosecutor investigating the case said. O'Neill fired twice, with the other shot hitting a auto door.

Five people are in a hospital in stable condition, St. Joseph County police said in the release. But he has struggled to connect with minority voters.

The free-wielding town hall - which included a mix of questions, storytelling and protesting from attendees who spoke to the mayor - focused on how the police department has interacted with the community for years, long before the shooting.

The white mayor has had a sometimes-tense relationship with the black community dating back to his first term in office, when he fired the city's first black police chief.

The event, moderated by NAACP South Bend Chapter President Michael Patton, will outline the process for officer-involved shooting investigations. The police department is nearly 90 percent white.

Logan's family and others in the African American community have reacted with anger over no video existing of the confrontation because O'Neill's dash and body cameras weren't activated.
