Migrant children returned to detention center denounced as "inhumane" by independent monitors

Migrant children returned to detention center denounced as

One DHS official who spoke on the condition of anonymity to describe the move said the resignation was not related to recent controversies over the treatment of underage migrants in US custody along the border.

Border Patrol on Tuesday returned 100 migrant children to an overcrowded facility in Clint, Texas, which lawyers have recently denounced for its "inhumane" conditions, a Customs and Border Protection (CBP) official told CBS News.

Immigration lawyers who visited the Border Patrol station last week said older children were caring for toddlers and babies, and children said they had gone weeks without showering or changing into a fresh set of clothes. Some had been locked for three weeks inside the facility, where 15 children were sick with the flu and another 10 were in medical quarantine. We speak with Warren Binford, a lawyer who interviewed children detained at the Clint, Texas, facility.

The infants and children were housed at the center in Clinton, about 25 miles southeast of El Paso.

In the letter to Sanders and Provost, Escobar said HRW lawyers found 59 of the 255 children to be under the age of 12 and many of them had been separated from their parents who had no idea where their children were.

Binford said she saw no windows in the "warehouse" she visited and that children reported they don't go outside often.

This was, by far, the worst situation that I've seen not just by the conditions but by the sheer number of children who are being kept at this facility and being kept in really unsafe, unsanitary conditions.

Most of the children were originally removed from the facility after word spread of the dire conditions.

Others, like Appropriations Committee chair Nita Lowey, said Democrats should not allow anger at President Donald Trump "to blind us to the horrific conditions at facilities along the border as the agencies run out of money". According to Binford, the child seemed desperate to be held and not put down.

To the west, US Border Patrol agents in the Del Rio area recovered the bodies of two men on ranchland near Carrizo Springs after anonymous calls on 19-20 June alerted them to lost migrants, the agency said in a statement.

Yet the US Government Accountability Office has reported that neither the Department of Homeland Security nor the Department of Health and Human Services were aware of the policy before it was publicly announced, and so were not prepared for the increase in children being kept imprisoned.

Director of the Immigrants' Rights Clinic at Columbia Law School, Elora Mukherjee, was a member of the legal team which reported seeing teenage mothers in clothing stained with breast milk. Human rights activists say the number is far higher as the remains of many migrants are never found and the agency's data does not include all deaths registered by local authorities.

Conditions at Customs and Border Protection facilities along the border have been an issue of increasing concern as officials warn that the recent large influx of migrant families has driven numerous facilities well past their capacities.
