Freeport turns to Chicago-area police chief to investigate man's arrest”

The 24-year-old from Chicago says he was admitted to the hospital with double pneumonia while on holiday.

Mr Dukes, who's black, wrote on Facebook he was confronted by an "overzealous, racist, security officer". He went outside with his boyfriend and his brother, still wearing his hospital gown and pushing a steroid and antibiotic IV drip.

Freeport police arrested Dukes, his brother and another man for disorderly conduct due to their behavior toward a security officer and police.

Dukes said the security guard called the police to the hospital.

"It was determined that he was likely not trying to steal any of the property", Freeport Police Chief Todd Barkalow told the news outlet.

The Freeport city manager investigating the arrest of a man last month attached to an IV outside a local hospital has asked a police chief from another community to determine if the officers acted properly.

"I make this (Facebook) post not for pity, but as a beacon of hope for all black and brown minorities dealing with the City of Freeport", Dukes wrote.

The incident took place on 9 June, and gained national press coverage on Monday after it was picked up by USA broadcasters. "Can I help you?' but 'Are you stealing this?'" Dukes said his boyfriend began recording the encounter, as Dukes was trying to explain to the security guard that they were on a walk.

Dukes told CNN that before his arrest, police officers took his emergency inhaler and his IV was removed, though not by a doctor. The hospital said in a statement that patients are never supposed to leave the hospital while attached to an IV stand.

Mr Dukes is due to appear in court next month, USA media reports say.

Dukes, his brother and a third person were arrested and charged with misdemeanor disorderly conduct.

One of the officers who arrested Mr Dukes wrote that the security officer was wrong in suspecting that the patient was trying to steal the equipment.

According to Dukes, the police responded, "Well I don't care what they told you". "But the charges were supported for disorderly conduct with their actions toward the security guard". Police have reviewed a video that came from the cell phone of one of the three men arrested, and video from police body cameras. Two of those involved were also charged with misdemeanor resisting or obstructing a peace officer, police said.

The hospital declined to comment, citing patient confidentiality, and said it was cooperating with the police investigation.
