Ebrard also stated in a news conference that the gunman-an alleged white nationalist-"is a terrorist".

In the Twitter post, Ebrard said his government would look into whether there is enough evidence to have the accused gunman extradited to Mexico to face charges.

Investigators believe the shooter uploaded a rambling screed online shortly before targeting a busy shopping area, railing against a perceived "invasion" of Latin Americans coming into the US.

During his stop in El Paso, Ebrard visited six patients from Mexico who remain hospitalized with wounds they suffered when a gunman went on a shooting rampage at a busy Walmart on Saturday morning.

In a video posted on his official Twitter page, Ebrard called what happened in El Paso "unacceptable" and said "the first judicial actions" the government would take would be in accordance with worldwide law.

"Nothing is solved by violence and nothing is solved by what is called xenophobia, hatred of foreigners, hatred of migrants", said Lopez Obrador.

"If we look at things objectively, we have to say that the two main United States parties have given little attention to gun control", Mr Lopez Obrador said in his morning press conference.

The US-Mexico relationship has come under further strain since Trump took office.

Following the attack, some Mexicans are "thinking twice" about crossing the border to shop, said Jennifer Valdez as she walked toward the Paso del Norte border crossing into Ciudad Juarez.

Mexico's attorney general was considering possible legal action and extradition of the suspected shooter, who surrendered to police a block from the El Paso store, Ebrard told reporters.

He named the victims as Sara Esther Regalado, Adolfo Cerros Hernandez, Jorge Calvillo Garcia, Elsa Mendoza de la Mora, Gloria Irma Marquez Juarez, Maria Eugenia Legarreta Rothe, Ivan Filiberto Manzano and Juan de Dios Velazquez Chairez. "Several people from Juarez died", said Leticia Vargas, 38, a mother of four who was headed back to Mexico with school backpacks.

"We're nobody to recommend to other governments what they should do, but in Mexico there's control over the handling of arms".

Mexican President Andres Manuel Lopez Obrador said the shooting appeared to have been motivated by hate and fear.

The shootings in Texas and OH were the 21st and 22nd mass killings of 2019 in the US, according to an AP/'USA Today'/Northeastern University mass murder database which tracks homicides in which four or more people killed - not including the offender.
