NCAA Implements 'Rich Paul Rule' For Underclassmen Testing NBA Draft Waters”

Prospective agents must now have a bachelor's degree, be NBPA certified for at least three consecutive years and in good standing, maintain professional liability insurance, and submit their application by September 30, according to the NCAA. So in order for students testing the draft to be represented by an agent, that agent must be NCAA-certified.

The NCAA sent out a memo to NBPA certified agents on Monday. saying any players looking to test the NBA Draft waters must be repped by an NCAA approved agent - if they want to keep the door open to return to college. Candidates must meet prerequisites, then go through an application process that includes a background check, exam, fees and other steps.

James, who was Paul's first client when the agent began Klutch Sports in 2012, believes the rule was created to limit Paul and is the result of the establishment being "scared".

Under such rules, Rich Paul of Klutch Sports Group would be ineligible to represent athletes looking to test the draft waters because he doesn't have a bachelor's or law degree.

LeBron James criticized the NCAA for establishing a so-called "Rich Paul rule" Tuesday.

In the application, sources told ESPN, agents are also required to agree that they will cooperate with the NCAA in investigations of rules violations, "even if the alleged violations are unrelated to [their] NCAA-agent certification".

Agents who meet every requirement besides the three-year NBPA certification can receive an exception if the student-athlete they represented this past spring chose to return to school.
