Authorities said that Seth Aaron Ator, 36, also injured 22 people Saturday afternoon before officers killed him outside a busy movie theatre in Odesa.

"He was on the way home, him and his wife (and) he got shot", Barrett said.

The rampage began after a state trooper stopped him for erratic driving, which prompted the gunman to open fire on officers and take off in his vehicle, shooting at people indiscriminately and later hijacking a mail truck. Authorities say they believe he acted alone but have not yet determined a motive.

He then proceeded to steal a mail carrier truck and continued to shoot innocent people all over Odessa, resulting in the deaths of 7 people. In cellphone video from witnesses that captured the final moments of the shooting spree, the postal van speeds into view and slams into a police cruiser outside the movie theater in Odessa.

"Local law enforcement and state troopers pursued him and stopped him from possibly going into a crowded movie theatre and having another event of mass violence", Federal Bureau of Investigation special agent Christopher Combs said.

"When it happened, like in El Paso, Ohio and other communities, you feel for them, you pray for them, but when it hits home, it hits home", Cindy Collinsworth, of Odessa, told ABC News.

FBI Special Agent in Charge Christopher Combs said his agency responds to Texas frequently.

Among the dead was Grandos, who various news media reported was at the end of her shift and on the telephone with her twin sister Rosie Grandos.

"She was a very lovely person", she added. I just wanted to help her and I couldn't. I thought she had gotten bit by a dog or something.

The Ector County school district in Odessa said one of its students was among those killed.

The wounded 17-month-old was airlifted to University Medical Center in Lubbock, where she was in satisfactory condition, hospital officials said.

"We hurt so badly for the families whose loved ones didn't survive this tragedy", her parents, Kelby and Garret Davis, said in a joint statement.

Morales said three police officers - one from Midland, one from Odessa and the Department of Public Safety officer - were wounded by gunfire.

One of the injured law enforcement officers is a Department of Public Safety trooper.

More than 40 people have died in the four shootings across Texas, Ohio and California since July.

Investigators say the violence could have been much worse. "We're nearly every two weeks an active shooter in this country".

President Donald Trump called the Odessa-Midland shooter "a very sick person", but said background checks on gun buyers would not have prevented recent USA gun violence.

The shooting happened hours before a series of firearm laws went into effect in Texas, where four of the 10 deadliest mass shootings in modern United States history have happened. Included in that list are laws which will allow weapons on school grounds, apartments and places of worship.

"I have been to too many of these events", Abbott said. The outpouring from the state of Texas has been unbelievable.
