Vienna in Austria, Melbourne and Sydney in Australia make the top three cities while Damascus in Syria, Lagos in Nigeria and Dhaka in Bangladesh rank in the bottom.

Vienna also won top place in another survey, the annual quality of living index by human resources consulting firm Mercer, for the 10th time in a row in 2019.

The index ranks 140 cities on stability, healthcare, education, infrastructure, culture and environment, giving each city a rating out of 100. Mumbai's rank also fell in this year's index by two places, as a result of a downgrade in its culture category.

Improvements in liveability that had taken place in emerging markets' cities in recent years -thanks to greater stability as well as better education and healthcare - "are under serious threat from an increasingly adverse climate", she said.

The most liveable city for two years running, Vienna scored 99.1 overall, achieving ideal scores in every category except "Culture and Environment", for which it got 96.3 - 2.3 points below Melbourne's result in that category.

The two cities continue to be separated by 0.7 percentage points, with Vienna scoring 99.1 out of 100 and Melbourne 98.4.

But, like many countries, there is always a battle over where is the best place to live. It is based on the exclusive data from the International Air Transport Association, which maintains the world's largest and most accurate database of travel information.Here's a look at all the top ranking passports of this year. London and NY might be some of the most visited places in the world but they ranked 48th and 58th respectively for liveability. Sydney scored 98.1 and jumped from fifth place a year ago to third in the new rankings.

Karachi's ranking has improved by one spot in comparison to 2018 when it was listed on the 137th position.

A score between 50-60 points, which is the case for India, indicates constrained liveability conditions. The suggested allowance for Indian cities is 15 per cent. The Chinese cities in the list include Suzhou at 75th rank, Beijing 76th, Tianjin 79th, Shanghai 80th, Shenzhen 84th, Dalian 90th, Guangzhou 96th and Qingdao 97th.

London and NY rank 48th and 58th respectively as they continue to struggle under the perceptions of the risk of crime and terrorism and overstretched infrastructure. "Infrastructure is also perceived as a weakness, as both cities are struggling to cope with growing pains", the report noted.
