However, it noted there was still no appropriate response to issues with the integrity of the angle of attack system.

Commercial airlines have recently delayed the inclusion of the plane into their flight schedules, with the current estimates for early to mid December.

Alexandre de Juniac, head of the International Air Transport Association, a trade group representing airlines, said Tuesday that he is troubled by the prospects for staggered regulatory approval.

"With the 737 MAX we are a bit anxious ... because we don't see the normal unanimity among worldwide regulators that should be the case", Alexandre de Juniac, IATA director general, told reporters ahead of a summit in Chicago. At the time it was believed the grounding would be for a short time while a software change was made.
