House Democrats' subpoenas have been routinely dismissed by the White House, complicating their efforts to get information but potentially giving fodder to their argument that the President is flouting the law. The committee did not issue subpoenas on Friday as part of the investigation though a congressional source said the committee is "looking at next steps" if the White House doesn't respond. That caution stems from polling that suggests the general public does not support ousting Trump, even as most Democrats do.

Lichtman noted that the real damage from an impeachment inquiry comes from "public hearings" and "a public trial in the Senate in which House prosecutors present evidence, present documents, make opening and closing statements".
