Even if the law withstands a legal challenge, Trump could avoid the requirement by choosing not to compete in California's March 3, 2020, primary.

California Republicans have approved a rule change meant to ensure the party can send delegates to the GOP's national convention next summer, even if President Donald Trump is kept off the state's 2020 primary ballot.

Sanford, 59, a longtime Trump critic, lost his seat in the House of Representatives previous year after he was challenged by a Trump supporter in the Republican primary.

Parscale acknowledged that California was "not a swing state" and said it would be the president's decision whether to campaign in the Democratic stronghold or not. GOP officials in several states did the same thing in 2004 for George W. Bush.

Schipper said Trump has a lock on the nomination and scuttling the nominating caucuses will save party resources.

"Many of you are anxious that we have written you guys off, that California doesn't matter", Parscale told the crowd at the convention, the AP reports .

There wasn't anything especially untoward about any of this: it's expensive to administer primaries and caucuses, and when there's an incumbent president running effectively unopposed within his or her party, it stands to reason state officials would balk at wasting scarce resources.

Republicans have a registration advantage in the state's other 16 counties. Arizona Democrats didn't hold a presidential primary in 2012 and 1996. The state of Arizona comes to mind specifically, but that's on the list of states working to cancel their Republican primary in 2020, probably for that specific reason.

The bottom line is that if you're a Republican primary voter banking on registering your personal opposition to Donald Trump in a 2020 primary, don't assume your state will actually be holding one.
