The panel, which hopes to determine whether to recommend Trump's impeachment to the full House by the end of the year, will meet on Thursday to consider a resolution that Democratic committee aides said would better align the probe with formal impeachment inquiries of the past.

The five-page measure also sets procedures for reviewing sensitive material, including grand jury evidence in closed-door sessions. House Speaker Nancy Pelosi (D-CA), on the other hand, has made it very clear that she doesn't support impeaching Trump.

"We have been in the midst of an impeachment investigation", said Rep. Pramila Jayapal (D-Wash.), a member of the Judiciary Committee.

Nadler said in a statement the procedures would "help ensure our impeachment hearings are informative to Congress and the public, while providing the president with the ability to respond to evidence presented against him".

House Democrats are continuing to probe any possible ties between President Trump and Russian Federation, even though he was cleared by former special prosecutor Robert Mueller of conspiring with agents of that country prior to the 2016 election.

There are additional questions of violations of the emoluments clauses of the Constitution, Nadler added.

Vice President Mike Pence's recent stay at Trump's Doonbeg resort in Ireland is one example, and House Democrats are already looking into US military personnel staying at the president's Turnberry property in Scotland - arguing that the president has enriched himself through his official office.

The committee also subpoenaed former Trump aides Rick Dearborn and Rob Porter.

Nadler noted in his statement that Trump stands credibly accused of abusing his power in a number of ways that have nothing to do with the Mueller investigation into the president's 2016 campaign.

The national organization Need To Impeach applauded the committee for its expansion of the inquiry, which "could bolster an already overwhelmingly strong case for impeachment".

There haven't been any formal votes on launching an inquiry or hearings on articles of impeachment, but many Democrats on the panel insist that the committee's investigations amounted to forward movement on the issue - something many are frustrated hasn't happened sooner.

For much of the year, Nadler has focused on Mueller's findings, including evidence that Trump sought to impede the special counsel's probe.

"We will not allow Trump's continued obstruction to stop us from delivering the truth to the American people", Nadler said.

For pro-impeachment House Democrats, the rules changes are a procedural and symbolic step in the panel's efforts to show progress despite the fact that its investigations have yielded little new evidence implicating the president. During the 1970s Watergate scandal and the Lewinsky saga of the 1990s, the House Judiciary Committee took similar steps towards defining the procedures it would use in examining whether to impeach the president.

More than half of the Democratic caucus has come out in support of an impeachment inquiry, with more than two-dozen of the new advocates coming forward since former special counsel Mueller's testimony in July.

Underwood and some other House Democrats on Tuesday said the questions over impeachment were nonstop during the summer.
