Biden's plan also includes an eight-year, $900 million program to combat shootings in the 40 cities with the highest rates of shootings.

And it includes a series of measures backed by almost all of the Democratic Party's 2020 presidential primary contenders.

Former vice president and Democratic frontrunner Joe Biden (Del.) expressed support for a national gun registry or national gun licensing "down the line" during a Wednesday forum sponsored by gun control groups and NBC News. That idea has gained traction in recent weeks as other candidates, including Senators Cory Booker and Kamala Harris, said they considered it a good idea but stopped short of endorsing it.

Instead, Biden's campaign focused on measures that a "broad consensus" of Americans support, a senior Biden aide told reporters in a call previewing his proposals.

Regulating the "possession of existing assault weapons under the National Firearms Act", meaning AR-15s and similar weapons will be regulated like actual machine guns.

"There are a lot of things in the peace plan that are also in this package that the [vice president] is putting forward.The [vice president] is very excited to work with the March for Our Lives students, and so many others all across the country who are building a grassroots movement to get gun legislation done", they said.

Biden's 11-page proposal also involves conducting research into the correlation between gun ownership and domestic violence, with a taskforce that will study links between violence against women, mass shootings, online harassment, and extremism.

The former vice president, who leads in most opinion polls in the Democratic race to take on Republican President Donald Trump in the November 2020 election, unveiled his plan to attack gun violence ahead of a forum on the issue in Las Vegas on Wednesday.

"Joe Biden has been pushing the conversation on guns for at least the past 25 years, and he's the only Democratic presidential candidate who on the national stage has defeated the National Rifle Association-and he's done it twice", the aide added.

The plan also proposes to "keep guns out of risky hands" by requiring background checks for every gun sale, closing "other loopholes in the federal background check system", ending online firearms and ammunition sales, and more.

"You've got to let us know you have one'".

The aide said some of Biden's proposals could be enacted through executive action but many of them would need congressional approval.
