U.S. to Deny Entry to Immigrants Who Cannot Afford Healthcare”

"The entry into the United States as immigrants of aliens who will financially burden the United States healthcare system is hereby suspended and limited", Trump said, Vox reported.

Doug Rand, a former Obama official who worked on immigration policy, told CNN on Saturday that the policy would apply to some half a million people seeking green cards from overseas - most of whom will be the parents and spouses of United States citizens.

President Trump issued a proclamation late Friday to stop immigrant visa applicants from entering the country unless they prove they can afford health care.

Medicaid doesn't count. And an immigrant will not be able to obtain a visa if using the Affordable Care Act's subsidies when buying insurance.

Trump announced last month that he expects a visa to be lifted for Poland in the next few weeks, meaning that its citizens will not need a visa to travel to the United States for up to 90 days, whether business or tourist.

The proclamation sidesteps Congress, along with the normal executive branch regulatory process, and does not provide an opportunity for public comment, according to Rand. It's silent on all these things.

Friday's proclamation falls in line with the administration's attempts to restrict legal immigration and reshape the legal immigrant population in the US. Like many of Trump's immigration policies, it is likely to face swift legal challenges in federal courts.

Immigration advocates were quick to denounce the announcement, saying it represents yet another effort by the Trump administration to penalize low-income immigrants.

The Trump administration is set to add a new rule on October 15 that would reject visa applicants if they would require public assistance benefits, such as food stamps or public housing, upon their arrival.

"If Poland is designated as a Visa Waiver Program country, its nationals would be authorized for visa-free travel to the United States for business and tourism", the White House said.

In August, the administration announced a rule to deny Green Cards to those who could become a "public charge", needing state assistance for food, housing and health.
