Initially conceived as a smoking cessation device, e-cigarette use has skyrocketed among teens, with preliminary official data for 2019 showing more than a quarter of high school students using e-cigarettes in the past 30 days. While there are claims that vaping devices help smokers kick their cigarette habits, not enough time has elapsed, nor has testing been done, to verify this claim or the potential for other health impacts, Anderson said.

The act of selling to anyone under the age of 21 is illegal in Hawai'i. And it's illegal for anyone under the age of 21 to purchase, use, and possess these products.

Gov. Charlie Baker announced on September 24 a public health emergency and issued a four-month statewide ban on all sales of vaping products in the state. Hawai'i officials may seek to pass a law banning the products in the legislative session that begins in January, according to a statement from Gov. David Ige.

State clinicians have reported 121 suspected cases of vaping-related illnesses since mandated reporting went into effect on September 11, according to a DPH statement released Monday afternoon.

Officials have yet to identify the cause for the outbreak, which dates back to March, and they are pursuing multiple lines of investigation.
