The UAW National General Motors Council is scheduled to meet starting at 10:30 the Detroit Renaissance Center and will vote on a proposed tentative agreement reached by negotiators for GM and the union.

Beck, an associate professor at Michigan State University's School of Human Resources and Labor Relations, tells TIME that employees are angry that while they made major sacrifices during the company's 2009 bankruptcy, they don't seem to be benefiting now that the company is more profitable.

General Motors confirmed a proposed agreement was reached but offered no details.

"If we had our druthers, we would love to have our "partner" jobs be GM workers under our umbrella", said Mike Herron, chairman of UAW Local 1853.

The union disclosed that GM's Barra met with the UAW's Jones and Dittes at the company's Detroit headquarters, seeking to speed up talks, as the strike neared its fourth week.

UAW leaders also have credibility issues: President Gary Jones was implicated last month by federal prosecutors in an indictment of a former confidant who conspired to embezzle member dues and spend the money on stays at luxury villas, golf gear and cigars. Otherwise, workers will remain on strike until the union fully ratifies the proposed labor agreement. During the October 17 meeting, the Council will decide whether to continue the strike until ratification concludes or to stop the strike at the time of the Council's approval of the agreement.

The strike immediately brought GM's US factories to a halt and, within a week, started to hamper production in Mexico and Canada.
