"It's something to keep an eye out on and see how the winter progresses", said one of NOAA's climate experts David Miskus, a meteorologist at the federal agency's Climate Prediction Center, to the Chronicle.

A warmer-than-average winter is being forecast for much of the United States, including New England, the National Oceanic and Atmospheric Administration's Climate Prediction Center said Thursday. The National Weather Service in Boston warned people for plenty of cold and snow this winter, despite the predictions.

El Niño and La Niña can influence our overall weather trends in the winter, but neither is expected to develop.

While the temperature outlook has most of the north-central part of the country seeing normal temperatures this winter, warmer-than-normal temperatures are likely for most of the rest of the nation.

A new winter weather outlook indicates chances are good that Minnesota will see a snowy winter again. The last winter to average colder-than-normal temperatures was in 2013-14.

Drier-than-average conditions are most likely for Louisiana, parts of Texas, Mississippi, Arkansas and Oklahoma as well areas of northern and central California.

Drought conditions are expected to improve in the Southeast, Mid-Atlantic, Alaska and Hawaii.

NOAA's outlook suggests Kentucky has a 33% chance of seeing average temperatures.

El Nino is warmer than average sea surface temperatures in the Eastern Pacific off the coast of South America. That doesn't necessarily mean more snow.

The outlook doesn't include a projection of snowfall accumulations, since snow forecasts are generally not predictable more than a week in advance, according to NOAA. The next update will be available on November 21.
