"It's not the only place, it's the best place" for the meetings, Mulvaney told reporters at the White House on Thursday. Democrats called Mulvaney's comments a potential turning point in their impeachment inquiry.

In a July 25 call, Mr Trump asked Ukrainian President Volodymyr Zelenskiy for "a favour" to look into claims that Ukraine, and not Russian Federation, interfered in the 2016 presidential election and that a Democratic Party computer server was being held somewhere in the country.

"We've been very clear", he said.

Republicans, for their part, expressed concern about the White House's strategy of getting its messaging across.

The tumult over Mulvaney's remarks capped a momentous week in the impeachment investigation as the admission, from highest levels of the administration, undercut the White House defense and pushed more evidence into the inquiry.

How much longer will acting chief of staff Mulvaney still be acting? He said that the White House didn't pick the resort because it may lead to future business that could enrich Trump.

"Just because you've done nothing wrong does not mean you do not need a dedicated committed group of support staff dedicated to making sure that the American people understand that this is a witch hunt and why", said one Republican with ties to Trump.
