Sony Computer Entertainment acquired Guerilla in 2005.

"I have worked closely with PlayStation and the complete Globally Studios spouse and children because 2001, and I have the utmost respect and admiration for the inventive talent and ambitious strategies in just the network of studios throughout the US, Europe, and Japan".

So, essentially, Yoshida will be working alongside independent studios to make sure they have what they need to bring their games to PlayStation.

Ryan himself is reasonably new to his role, taking about as PlayStation's CEO in April. While others feel that PlayStation has shifted away from indies, Ryan says that they have kept up their relationship through the promotion of independent games on PSVR.
