Merritt's family described him as "thoughtful and empathetic" while working towards helping people in the criminal justice system.

His father, David, tweeted that his son "would not wish his death to be used as the pretext for more draconian sentences or for detaining people unnecessarily".

Mr Williamson also praised other members of staff, including those who normally "deal with coats and serving coffees" but instead made "instant decisions" that helped save lives.

Her family said in a statement: "Saskia was a amusing, kind, positive influence at the centre of many people's lives". She had a wonderful sense of mischievous fun and was generous to the point of always wanting to see the best in all people.

In a statement, they said: "She was intent on living life to the full and had a wonderful thirst for knowledge, enabling her to be the best she could be".

"There are enormous questions to be learned from this awful event that happened last week and that is: What happened in the prison with this particular individual, what assessment was made of his psychological condition before he was released, and also what supervision and monitoring he was under after coming out?" said Corbyn.

It is the second time that London Bridge has been caught up in a terror attack in recent years.

England police arrested a 34-year-old man on Sunday after a house search led them to believe he was planning a terrorist attack.

Recounting the heinous attack that saw two Cambridge graduates murdered, Mr Williamson said Lukasz was then locked in "one-on-one straight combat" with the terrorist for at least a minute.

He had been attending a rehabilitation conference at Fishmongers' Hall when he carried out the attack.

The event was organised held by Learning Together, a programme associated with Cambridge University's Institute of Criminology.

They were fatally stabbed by 28-year-old convicted terrorist Usman Khan during an event created to connect graduate students with prisoners.

Johnson said there were probably about 74 people convicted of serious offences who had been released under the legislation, adding that they were being monitored to ensure there was no threat to the public.

The sentence was quashed at the Court of Appeal in April 2013 and he was given a determinate 16-year jail term, with a five-year extended licence period, under legislation which meant he was released automatically halfway through the sentence.

Khan, who was living in Stafford, was given permission to travel into the heart of London by police and the Probation Service.

The 28-year-old was part of an al-Qa'ida-inspired terror group and was convicted of terror offences in 2012.
