United Nations chief backs Turkey on climate change talks: Environment minister”

Head of Government Saad Eddine El Othmani, energy and mining minister Aziz Rabbah, Delegate Minister for Moroccans Residing Abroad Nezha El Ouafi, and Morocco's Ambassador to Spain Karima Benyaich are representing Morocco at a COP25 summit the UN Secretary-General says should serve as a platform to devise a global response to a global issue.

The conference was planned to take place Chile, but unrest there saw the location changed after Spain stepped in at short notice.

While a fast-growing youth-led climate activist movement is pressuring leaders to act, U.S. President Donald Trump's decision to begin withdrawing from the accord last month has cast a shadow over the latest round of negotiations.

"We're still in it", she said. "But above all we want to be the capital of dialogue between nations united against a common enemy for all humanity". "This is Chile's COP: it is Chile that has organized the leadership and that has worked for an alliance against climate change and the success of this event will belong to Chile". But sticking points remain, not least over an article on how to put a price on emissions, and so allow them to be traded.

"The global contributions to climate change fall far short", said Berthold Kuhn, an expert on sustainable development with the Free University of Berlin and senior advisor to the Dialogue of Civilizations Research Institute.

A key objective of COP25 is to take the next crucial steps in the United Nations climate change process as the global climate emergency intensifies and greenhouse gas emissions continue to grow.

Key priorities for the LDC Group at COP25 include finalising robust rules for the future emissions trading scheme, which are consistent with the Paris agreement targets, and the achievement of other climate accord goals, according to the press release. In 2018, emissions totaled 55 gigatonnes of Carbon dioxide equivalent.

Kuhn believes that market mechanisms should be well created to stimulate investment in projects like reforestation and other climate-friendly economic activities.

The agreement aims to fight climate change by preventing the global temperature from rising more than 2 degrees celcius obove pre-industrial levels.

The US delegation to the conference will be headed by Ambassador Marcia Bernicat, the principal deputy assistant secretary of state for oceans and worldwide environmental and scientific affairs. This is a matter of public health, of clean air, of clean water, of our children, of the survival of our economies, of the prosperity of the world, of national security, justice and equality.

Chile's environment minister, Carolina Schmidt, said that the December 2-13 meeting in Madrid needs to lay the groundwork for moving toward carbon neutral economies while being sensitive to the poorest and those most vulnerable to rising temperatures - something that policymakers have termed "just transition".

Why is the conference important?
